The Reference Tool was developed in response to the needs from the ground for the use in local development planning process that covers three main issues: (1) Population and Development, (2) Gender and (3) Reproductive Health.
The Reference Tool will be used as a reference or guiding document in commune planning to address issues at community level in association with population-related issues. It outlines simple and effective ways to be operationalized and implemented at the commune level as it is a good source of information to raise awareness and guide action.
