HARMFUL SOCIAL & GENDER NORMS THAT DRIVE GENDER BASED-VIOLENCE IN CAMBODIA
In Cambodia, recent data shows that one in five (21%) women report having experienced emotional, physical, or sexual violence by their current or most recent intimate partner (IP) in their lifetime.[i] When asked, more than one in three (36%) of ever-partnered men reported perpetrating physical and/or sexual violence against a female partner.[ii] Other forms of gender based violence (GBV) include traditional harmful practices such as child marriage, sexual harassment in the workplace, sexual exploitation and abuse through trafficking and technology facilitated GBV (TFGBV).

The SOP-SH has a vital link between health and education which also focus on SRH, CSE, first aid support, counselling and mental health. This SOP provides practical standards and 26 indicators to monitor and evaluate the implementation.
The Monitoring and Evaluation (M&E) framework in Khmer
The Monitoring and Evaluation (M&E) framework to implement the NAP-CYD was approved by the Permanent Vice President of National Youth Development Council and the Minister of MoEYS on 14 November 2022. This M&E framework was designed to ensure the implementation of the National Action Plan on Cambodian Youth Development in response to:
- Development of human resources to serve the economic and social development of the nation
- Achieving national policy on youth development
- Principles of management, planning, monitoring and evaluation based on results
- Harmonization of sectoral data collection systems
- Key inputs to improve and develop the field of youth development
- As a mechanism to monitor and evaluate the progress and challenges of action implementation

The Royal Government of Cambodia considers youth development as a top priority and a solid foundation for economic and social development. In order to show the commitment to youth development, the Royal Government of Cambodia has launched the "National Policy on Cambodia Youth Development", which has a long-term vision to engage all stakeholder in society to contribute to youth development.
