INVITATION FOR EXPRESSION OF INTEREST
UNFPA is in the process of identifying potential non-governmental partners in support of the implementation of the UNFPA Cambodia Country Programme VII 2024-2028. UNFPA is specifically seeking organizations interested in partnering towards UNFPA’s three transformative results which are: a) zero unmet need for modern contraception; b) zero preventable maternal death; and c) zero violence against women. UNFPA’s CPD VII calls for evidence-based policy and programming to ensure that scarce resources will be invested efficiently to “reach the furthest behind first”. We strongly encourage rural, remote, women and indigenous lead organizations to express interest.
Priority Areas for UNFPA’s Country Programme VII (2024-2028) include the following:
Priority 1: Strengthening SRHR Services and Capacity
- Outreach to female entertainment workers through outreach activities and social/digital platform to equip them with knowledge and support them to access family planning services and information and essential sexual reproductive and maternal health.
- Support female entertainment workers and other left behind populations to register the health equity fund and the ID-Poor card.
- Address harmful social norms – promoting access and information in SRHR (sexual reproductive health and rights
Priority 2: Addressing Gender Based Violence and Harmful Social Norms through:
- Quality GBV Services: Capacity building to frontline service providers in response to GBV and bridging the gap between GBV services and the community (right holders).
- Social Norm Change: Raising awareness on GBV and SRHR, addressing the root causes of violence through community outreach, engaging men, and boys.
- Evidence Generation: Conducting research to inform policies.
Priority 3: Empowering Adolescents and Youth - Enhance skills and opportunities for youth by:
- Addressing harmful social and gender norms.
- Youth Support Groups: Strengthening peer support groups.
- Digital Platforms: Expanding the "Youth App" for SRHR information.
- Evidence-Based Programs: Researching models for preventing teen pregnancy and early marriage.
Priority 4: Enhancing Data
Improve data analysis and use for national policies by:
- Knowledge Management and Evidence Generation: Conducting research to inform and improve the implementation of policies related to population.
Cross-cutting: Advocacy & Communications
- The long-term public advocacy and strategic communication for behavior change campaigns.
- Short-term awareness raising campaign through social media platforms and events based-on relevant national and international days.
- Media outreach and engagement
- Community Outreach campaigns
- Public/Programme Events Management
- Produce knowledge management and communications products (audio/visual/digital/print)
Those interested in this invitation are requested to forward their expression of interest via email to cambodia.office@unfpa.org by 15 July 2024 at 17hr00 Phnom Penh time enclosing the information listed below.
- Full legal name and address of applying institution.
- Copy of valid legal registration in the country.
- Mandate or mission statement of organization.
- Statement of organization’s expertise in the relevant area(s) which the organization is interested in partnering in.
- Short description of the organization’s existing operations in the subject matter area, including the physical presence, number staff in each location, and how long the operations have been carried out.
Upon receipt of the information, UNFPA will review submissions and create a list of potential partners for programme implementation. Selected partners may be invited to develop and submit formal proposals to become an implementing partner. Technical capacity and demonstrated value for money will be critical considerations.
