UNFPA, the United Nations Population Fund (UNFPA), is an international development agency that works to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled.
In response to the critical situation of large-scale community transmission started since late February 2021, Cambodia is taking strict measures to prevent the spread of COVID-19 with lockdowns, curfews, and the closure of public spaces and services, particularly in Phnom Penh, and a number of provinces. As a result, increased stress, uncertainty, and limited access of daily stock, caused by these strict measures, have been reported at a time when access to essential services is further reduced. With many people’s livelihoods and incomes significantly affected, together with lockdown, movement restrictions; basic needs, such as foods, drinks, essential medicines, sanitary, hygiene, and menstruation items, are prioritized, particularly for the most vulnerable populations.
Essential items will help women and girls need in such an emergency for the GBV/VAW survivors - especially vulnerable women/girls & pregnant women during the COVID-19 pandemic, women and pregnant women in detention. The items include such as basic hygiene items and helpful information on COVID-19 are included. The communication and information materials contained are advice for pregnant and lactating women and young girls to help protect themselves against COVID-19, reduce risk from infection, practice social distancing and tips for coping with stress at home, and necessary information for GBV/VAW multi-response services during the pandemic.
In order to assist vulnerable flood victims, particularly pregnant women, women at high risk of GBV, and vulnerable young girls, UNFPA Cambodia Country Office is seeking quotations from vendors to provide the estimated quantity of 1,500 dignity kits.
In each dignity kit, there should be:
- Khmer traditional scarfs (big size for female and first quality Krama): 1 Pieces
- Robe (in Khmer “Sarong”): 1 Pieces
- Detergent/washing powder: 2 Kgs
- Bath soap: 2 Pieces
- Tooth brush: 2 Piece
- Toothpaste (big tube): 1 Tubes
- Hand sanitation spray: 2 Bottle (100ml)
- Sanitary Pad: 4 Packs
- Surgical Mask: 1 Pack (50 pieces)
- Dignity Kit user guide booklet: 1 Booklet
- UNFPA Branded Dignity Kit Eco-friendly bag (Waterproof Eco-bag
with handles/zipper or strings closure size in inch – 16” X 20” X 10”): 1 Unit
This Request for Quotation is open to all legally-constituted companies that can provide the requested products and have legal capacity to deliver in the country, or through an authorized representative.
Note: Please ensure that the RFQ indicates the cost of each quantity that proposed 1,300 Kits and 1,500 Kits accordingly.

Note: UNFPA reserves the right to negotiate and purchase less than the proposed quantity of each product, subject to the actual need and the budget availability.
Content of quotations
Quotations should be submitted in a single email whenever possible, depending on file size. Quotations must contain:
- Items proposed are in response to the requirements outlined in the specifications above.
- Price quotation, to be submitted strictly in accordance with Price Quotation Form.
Both parts of the quotation must be signed by the company’s relevant authority and submitted in PDF format.
