About UNFPA

UNFPA partners with the Government to develop policies on prevention and has successfully advocated for the inclusion of violence against women data in the 2014 Cambodia Demographic and Health Survey (a national data collection exercise). On a community level, UNFPA supports local initiatives that provide shelter, legal, psychosocial and medical support to survivors of violence. For over 25 years, the ICPD Programme of Action has guided our crucial work, now feeding into the 2030 Sustainable Development Agenda and its Sustainable Development Goals. Quite simply, without the ICPD Agenda, UNFPA cannot fulfill the SDGs. Cambodia and other countries reiterated that crucial linkage at the ICPD25 Nairobi Summit in 2019 - to recommit to the Programme of Action to bring about a world and a Cambodia to Zero gender-based violence and harmful practices against women and girls.

The 16 Days of Activism against Gender-Based Violence (GBV) is an international campaign which takes place each year. It commences on 25 November, the International Day for the Elimination of Violence against Women, to 10 December, Human Rights Day. It was originated by activists at the first Women's Global Leadership Institute in 1991 and is coordinated each year by the Center for Women's Global Leadership. It is used as an organizing strategy by individuals and organizations around the world to call for the prevention and elimination of violence against women and girls.

Objectives:

UNFPA with co-fund support from DFAT through the ACCESS Programme has supported the Ministry of Women’s Affairs for a new initiative and intervention for marking the 16 Days of Activism raises awareness about violence against women and girls as a human rights issue, focusing on the importance of grassroots work on violence against women as well as providing a national platform for advocacy and campaigning:

The purposes of the procurement of IEC and communications materials is:

  • Contribute with the Royal Government to provide the necessary materials to ensure the continuous operation of the GBV services to key frontline providers utilized during their professional work as part of prevention and protection from the Covid-19 infection and transmission in the target areas.
  • The IEC material also serves the purpose of producing a short video with front-line service providers during the pandemic to be broadcast in the 16 Days Campaign 2021.

Note: UNFPA reserves the right to negotiate and purchase less than the proposed quantity of each product, subject to the actual need and the budget availability.

Deliverables:

Deliver all the estimated quantity of products on the list about to UNFPA the 1st November 2021.

The deadline for submission of questions is on the 25th of October 2021 at 5 PM Phnom Penh time. Questions will be answered in writing and shared with all parties as soon as possible after this deadline.

Content of quotations

Quotations should be submitted in a single email whenever possible, depending on file size. Quotations must contain:

  1. Items proposed are in response to the requirements outlined in the specifications above.
  2. Price quotation, to be submitted strictly in accordance with Price Quotation Form.

Both parts of the quotation must be signed by the company’s relevant authority and submitted in PDF format.

Instructions for submission

Quotations should be prepared based on the guidelines set forth in Section III above, along with a properly filled out and signed price quotation form, and are to be sent by email provided in the contact details no later than 27th October 2021 at 17:00 hrs. Phnom Penh Time.

Please note the following guidelines for electronic submissions:

The following reference must be included in the email subject line: RFQ Nº UNFPA/KHM/RFQ/21/015 – “GBV digital campaign for the 16 days of activism 2021”

Proposals that do not contain the correct email subject line may be overlooked by the procurement officer and therefore not considered.

The total email size may not exceed 20 MB (including email body, encoded attachments and headers). Where the technical details are in large electronic files, it is recommended that these be sent separately before the deadline.
