IFP: Development and implementation the digital sexuality education and innovative communication initiatives to make young people “better able to exercise their rights and choices”.

The National Youth Development Council (NYDC), the Ministry of Education, Youth and Sport (MoEYS) and the United Nations Population Fund (UNFPA) with financial support from the Government of Japan have committed to working together on the joint project efforts. To fill the knowledge gaps among young people in Cambodia during the COVID-19 pandemic, We seek an international and/or national non-government organisation (new Implementing Partner) to develop and implement the digital sexuality education and innovative communication initiatives emphasizing the need for access to Sexual and Reproductive Health Rights information and service (SRHR), Comprehensive Sexuality Education (CSE), Gender and Mental Health and Psychosocial Support (MHPSS) to make young people “better able to exercise their rights and choices.

 

Requirements:

 

The organization must have

  • A proven track record on Adolescents and Youth development, Sexual and Reproductive Health Rights information and service (SRHR), Comprehensive Sexuality Education (CSE), Gender and Mental Health and Psychosocial Support (MHPSS), counselling and ending violence against women and children (EVAWC) programming.
  • Experience working with private sectors (mobile phone companies) and managing Mobile App will be an added advantage.
  • Managerial capacity to deliver the planned results in a cost-effective and professional manner and to carry out quality monitoring and reporting under Result Based Management (RBM) framework.
  • An established organisational culture of accountability, sustainability and commitment.
  • Written and transparent financial and administrative rules and regulations.
  • A clear system for procurement and sub-contracting with appropriate checks and balances.
  • Legally established and with a reputation as a leader in its area of interest.
  • A mandate and programme activities that are aligned with the goals and activities of the proposed youth development programme.
  • At least three years’ external audit report.
  • Updated CVs of the proposed team of consultants/staff members.

To verify potential agencies’ compliance with the selection criteria, including Sexual Exploitation and Abuse (PSEA) Capacity Assessment, successful past performance as a UN partner agency and recent programmatic, evaluation and audit reports will be assessed.
