Background and rationale:
 
The National Strategy for Reproductive and Sexual Health and Rights (NSRSHR) 2017-2023 was developed based on lessons learned, best practices, achievements, and challenges experienced during the implementation of the previous two strategies. It also drew from other key documents and data such as the Health Strategic Plan 2016 – 2020, the Emergency Obstetric and Newborn Care (EmONC) Improvement Plan 2016 - 2020, the Fast Track Initiative Roadmap for reducing maternal and newborn Morality (FTIRM) 2016 - 2020, the Cambodian Sustainable Development Goals 2030 (CSDGs 2030), and the Cambodia Demographic and Health Survey (CDHS) 2014.
 
With the latest data available from CDHS 2021-22 and the development of new FTIRM and the Health Strategic Plan, and the National Commitments to the International Conference on Population and Development (ICPD) 25 in Nairobi, Kenya, in 2019, there is a need to revisit and develop a new NSRSHR 2024 – 2030.
